I denna förordning gäller följande definitioner:

elektroniska medel: alla former av elektronisk utrustning för behandling (inklusive digital komprimering), lagring och överföring av data med hjälp av ledningar, radiovågor, optisk teknik eller eventuella andra elektromagnetiska medel som säkerställer att informationens fullständighet, integritet och konfidentialitet upprätthålls under överföringen.
