Summary What does Article 15 of the Transfer of funds regulation (TFR) say?

Article 15 is a narrow exception article that directly modifies the obligations set out in Article 14.

Specifically, it carves out a practical concession for batch file transfers of crypto-assets sent from a single originator: the full information requirements that would normally accompany each individual transfer do not need to be attached to every transfer within the bundle.

Instead, the required originator and beneficiary information need only appear once at the batch file level, provided it has been properly verified.

The individual transfers within the batch must still carry a minimum identifier — either a distributed ledger address, a crypto-asset account number, or a unique transaction identifier — to preserve traceability.

Important points:

  • When sending batch file transfers of crypto-assets from a single originator, you are not required to attach full originator information to each individual transfer within the batch.
  • The batch file itself must contain all the information required under Article 14, and that information must have been verified in accordance with Article 14.
  • Each individual transfer within the batch must still carry a minimum identifier, being either the originator's distributed ledger address, crypto-asset account number, or a unique transaction identifier, depending on the type of transfer.
