This article governs how the scientific panel organises and regulates itself internally.

It establishes that the panel must adopt its own rules of procedure, developed in agreement with the Secretariat, and sets out the minimum subject matter those rules must cover, including how tasks are carried out, how the core principles of independence and conduct are applied, and how voting works.

The article also builds on other articles in the regulation by requiring the rules of procedure to operationalise the principles laid down in Articles 10 to 13, effectively making this article the procedural bridge between those conduct obligations and their practical application.

Important points:

The scientific panel is required to adopt rules of procedure by simple majority, covering task procedures, conduct principles, and voting rules.
The scientific panel must review the rules of procedure at least every two years, in agreement with the Secretariat, and update them where necessary.
The rules of procedure must be publicly available on a dedicated Commission website.

1. På förslag av och efter överenskommelse med sekretariatet ska den vetenskapliga panelen, med enkel majoritet av medlemmarna, anta en arbetsordning.
1. I arbetsordningen för den vetenskapliga panelen ska bland annat följande föreskrivas:
  1. Förfaranden för utförande av den vetenskapliga panelens uppgifter som avses artikel 68.3 i förordning (EU) 2024/1689.
  2. Regler som säkerställer tillämpning av de principer som anges i artiklarna 10–13 i denna förordning.
  3. Regler gällande omröstning, inklusive genom förenklat skriftligt förfarande.
1. Den vetenskapliga panelen ska efter överenskommelse med sekretariatet minst vartannat år se över hur arbetsordningen bidrar till att den vetenskapliga panelen fungerar effektivt, och vid behov uppdatera den.
1. Arbetsordningen ska vara allmänt tillgänglig på en särskild kommissionswebbplats.
