I början av varje mandatperiod som avses i artikel 4 ska kommissionen utse en ordförande och en vice ordförande bland den vetenskapliga panelens medlemmar. Den vetenskapliga panelen ska i detta syfte, med enkel majoritet av medlemmarna, rekommendera en ordförande och en vice ordförande bland sina medlemmar.
