Art. 4 Mandatperiod | Scientific panel of independent experts | AI act

This article sets out the terms and conditions governing the duration of membership on the scientific panel, as well as the procedures for dismissal and replacement.

It directly builds on Article 3, which establishes the selection and appointment process for experts, by defining what happens once experts are in post.

The article covers the two-year renewable term, the grounds and mechanism for dismissal, and how vacancies are to be filled mid-term.

Important points:

Experts are appointed for a two-year term, with the possibility of renewals.
The Commission may dismiss an expert who resigns or no longer fulfils the conditions referenced in Articles 10 and 13 of this Regulation or Article 339 of the Treaty on the Functioning of the European Union.
The Commission is required to appoint a replacement for any mid-term vacancy, drawing first from the reserve list established under Article 3, and must aim to ensure continuity of expertise, geographic representation and gender balance when doing so.

1. Experterna ska utses till medlemmar i den vetenskapliga panelen för en begränsad period på två år, med möjlighet till förlängning.
1. Om en expert avgår eller inte längre uppfyller villkoren i artiklarna 10 och 13 i denna förordning eller i artikel 339 i fördraget om Europeiska unionens funktionssätt får kommissionen entlediga denna expert.
1. Om en expert entledigas under sin mandatperiod ska kommissionen utse en ersättare för experten för återstoden av mandatperioden från reservlistan, eller vid behov efter en inbjudan till intresseanmälan. När kommissionen utser en ersättare ska den sträva efter att säkerställa kontinuitet i fråga om sakkunskap, geografisk representation och jämn könsfördelning.
