Summary What does Article 3 of the RTS on crypto-asset white paper approval say?

This article sets out the first substantive step in the review process following the submission of a crypto-asset white paper application.

It directly follows the acknowledgement of receipt covered in Article 2 and establishes the timeframe within which the competent authority must carry out an initial completeness check of the submitted white paper, assessing it against the requirements of Article 19(1) of Regulation (EU) 2023/1114.

Important points:

  • Competent authorities are required to assess the completeness of a crypto-asset white paper within 20 working days of receiving the application.
  • This is a completeness check only, not a substantive review — that comes at a later stage in the process.
  • The assessment is measured against the specific requirements set out in Article 19(1) of Regulation (EU) 2023/1114.

Springlex's summary of the article, a reading aid, not a substitute for the legal text.
