Summary What does Article 1 of the List of essential services say?

This is a short foundational article that sets out the purpose of the Regulation: to establish a non-exhaustive list of essential services across the sectors and subsectors defined in the Annex to Directive (EU) 2022/2557.

It acts as a direct implementing measure of that Directive, specifically pursuant to its Article 5(1), and anchors the definition of "essential services" to the meaning already established in Article 2, point (5) of the same Directive.

Important points:

  • This Regulation is built on and derives its authority from Directive (EU) 2022/2557, meaning it cannot be read in isolation from that parent Directive.
  • The list of essential services established here is explicitly non-exhaustive, meaning additional services beyond those listed may still qualify.
  • "Essential services" refers to services crucial for vital societal functions, economic activities, public health and safety, or the environment.
