Art. 4 Responsibilities of the Commission | Information sharing system | DSA

This article establishes the Commission as the central operational authority responsible for running AGORA.

It sets out a comprehensive list of administrative, technical, and supervisory duties that the Commission must fulfil to keep the system functioning.

Beyond the technical upkeep of the platform, the Commission is also responsible for onboarding administrators, processing personal data where permitted, and monitoring how all other AGORA actors perform within the system.

Complementing these obligations, other AGORA actors are required to feed information back to the Commission to support it in carrying out these duties.

Important points:

The Commission is responsible for all core operational, technical, and administrative tasks relating to AGORA, including its security, maintenance, and multilingual availability.
The Commission is required to register at least one AGORA administrator on behalf of each Digital Services Coordinator and the Board, and to appoint at least one of its own.
Other AGORA actors are required to provide the Commission with information on their operations within AGORA to assist it in performing its duties.

1. The Commission shall be responsible for carrying out the following tasks in relation to AGORA:
  1. providing AGORA in all official Union languages, and maintaining AGORA;
  2. ensuring the reliability, security, availability, maintenance and development of the software and IT infrastructure of AGORA;
  3. offering automated machine-translation tools for the translation of documents and messages exchanged through AGORA;
  4. providing support to other AGORA actors in relation to the use of AGORA;
  5. registering at least one AGORA administrator on behalf of each Digital Services Coordinator and of the Board, and granting them access to AGORA;
  6. appointing at least one AGORA administrator;
  7. performing processing operations on personal data in AGORA, where provided for in this Regulation, for the supervision, investigation, enforcement and monitoring under Regulation (EU) 2022/2065;
  8. auditing, monitoring, and preparing reports needed for auditing and monitoring of AGORA under Regulation (EU) 2022/2065;
  9. providing knowledge, training, and support, including technical assistance, to AGORA administrators;
  10. monitoring performance by all other AGORA actors under this Regulation in accordance with Article 15.
1. In order to assist the Commission in the performance of the tasks listed in paragraph 1, the other AGORA actors shall provide the Commission with information relating to operations performed by them in AGORA.
