This article establishes the technical and institutional backbone of the entire data access framework: a centralised DSA data access portal, created and hosted by the Commission.

It serves as the single hub through which all parties — researchers, data providers, and Digital Services Coordinators — interact throughout the data access process.

The article also connects this portal to the broader digital infrastructure by requiring interoperability with AGORA, the information sharing system established under a separate implementing regulation.

Important points:

The Commission is required to establish and host the DSA data access portal, which acts as the central point for managing and facilitating all data access interactions.
Data providers must have an account on the DSA data access portal — this is a mandatory registration requirement, not optional.
Applicant researchers must also hold an account on the portal to participate in the data access process at all.

1. The Commission shall establish and host a DSA data access portal.
1. The DSA data access portal shall have the following functions:
  1. support and streamline the management of the data access process for researchers, data providers and Digital Services Coordinators;
  2. serve as the central digital point for information on the data access process and facilitate the information exchanges pursuant to this Regulation among applicant researchers, vetted researchers, data providers and Digital Services Coordinators.
1. The DSA data access portal shall be interoperable with the information sharing system AGORA established by Implementing Regulation (EU) 2024/607. The Digital Services Coordinators shall have access in AGORA to the information submitted through the DSA data access portal.
1. Data providers shall have an account on the DSA data access portal.
1. To participate in the data access process, applicant researchers shall have an account on the DSA data access portal.
