This is a definitions article, establishing the precise meaning of three core terms used throughout the Regulation.

It lays the groundwork for all subsequent provisions by clarifying the terminology around how bodies communicate and exchange information with one another.

These definitions are foundational and are relied upon heavily by later articles that govern the mechanics of cooperation and information exchange.

Important points:

The term "electronic means" is defined with an emphasis on ensuring completeness, integrity, and confidentiality of information during transmission.
The "submitting body" is any body that sends a notification, request for information or cooperation, or provides unsolicited information.
The "receiving body" is any body on the other end of that communication, receiving notifications, requests, or unsolicited information.

Für die Zwecke dieser Verordnung bezeichnet der Ausdruck

„elektronische Mittel“ elektronische Geräte für die Verarbeitung (einschließlich der digitalen Kompression), Speicherung und Übertragung von Daten über Kabel, Funk, optische Technologien oder sonstige elektromagnetische Verfahren, die gewährleisten, dass die Vollständigkeit, Integrität und Vertraulichkeit der Informationen während der Übermittlung erhalten bleiben;
„übermittelnde Stelle“ die Stelle, die eine Mitteilung, ein Ersuchen um Informationen oder Zusammenarbeit übermittelt oder unaufgefordert Informationen bereitstellt;
„empfangende Stelle“ die Stelle, die eine Mitteilung, ein Ersuchen um Informationen oder Zusammenarbeit erhält oder unaufgefordert Informationen empfängt.
