This is the scope article of the Regulation, establishing what the act covers.

It functions as an implementing framework that operationalises specific procedural requirements already set out in Regulation (EU) 2022/1925 (the Digital Markets Act).

Rather than creating new substantive obligations, it maps out the four procedural areas that the rest of this Regulation will govern in detail.

Important points:

• This Regulation implements procedural rules under the Digital Markets Act (Regulation (EU) 2022/1925) and cannot be read in isolation from it.
• The scope covers four distinct areas: notifications and submissions, proceedings, the right to be heard and disclosure, and time limits.
• Undertakings subject to the Digital Markets Act should treat this Regulation as the practical rulebook for how to engage with the Commission on procedural matters.
