Zur Gewährleistung der Kohärenz mit der Verordnung (EU) 2023/1114 sollte die vorliegende Verordnung ab dem Geltungsbeginn der erstgenannten Verordnung gelten. Bis zu diesem Zeitpunkt sollten die Mitgliedstaaten auch die Änderungen der Richtlinie (EU) 2015/849 umsetzen.
