Die Behörde kann auf Ersuchen des Europäischen Parlaments, des Rates oder der Kommission oder von Amts wegen zu allen in ihren Zuständigkeitsbereich fallenden Fragen Stellungnahmen an das Europäische Parlament, den Rat und die Kommission richten.
In dem Ersuchen nach Absatz 1 kann eine Konsultation anderer einschlägiger Unionsorgane, sofern deren Zuständigkeit berührt wird, eine öffentliche Konsultation oder eine technische Analyse vorgesehen sein.
Die Behörde kann dem Europäischen Parlament, dem Rat und der Kommission auf deren Ersuchen technische Beratung in den Bereichen leisten, die unter die in Artikel 1 Absatz 2 genannten Gesetzgebungsakte fallen.
